Vista SP1 RTM is now available for MSDN Subscribers (via the Top Subscribers Downloads)

The trick is to not look for it on the main/normal MSDN Subscribers site... It's only currently available (as of this writing) via the Top Subscriber Downloads (i.e. via Akamai Download Manager) on the main MSDN Subscriptions page.
