The paper presents a Microsoft® SQL Server™2005-based design that provides row-level security based on security labels and views. Additional design elements, which allow cell-level security, are introduced. Cell-level security is also controlled by security labels.

This is an interesting paper, written last year [2005], on a subject I've been asked a few times.
It's a 36 page paper, with a good level of technical detail. It is not filled with marketing fluff and has enough detail to get you moving toward a working solution.
