I swear I blogged about Inkscape before but I can't seem to find it. Or maybe I just added it to my tracking list because of its SVG support... Anyway, Inkscape 0.46 is now RTW (for reference, the last RTW was 0.45.1 on 3/20/2007...)
NOTE the SourceForge download is currently source only. There are no Window binaries/exe's in the 0.46 SourceForge downloads (currently).
You CAN get the compiled binaries off the main website, www.inkscape.org in http://www.inkscape.org/download/?lang=en. Both the 0.45.1 exe as well as the nightly/dev builds (which includes a 0.46 that was built today). I'm sure the "official" 0.46 precompiled download will be coming very soon.
BTW, the Windows Dev Build, Inkscape0803122143, worked just fine on my Vista box (though I didn't really do anything with it except fire it up and mess around a bit...).

Guess you haven't tried printing, undocking dialogues or using extensions then...
No, seriously, inkscape is great but the windows version 0.46 will not be released until those issued are fixed, so don't expect official .exe's for another week or 2
